CIMA Foundation

The International Center for Environmental Monitoring CIMA Research Foundation is a non-profit research organization. It aims to promote the study, scientific research, technological development and advanced training in engineering and environmental sciences for the protection of public health, civil protection and ecosystems.

The scientific research conducted by the Foundation focuses on disaster risk mitigation. Since its inception, CIMA Research Foundation has been dedicated to hydrometeorological risk mitigation, developing mathematical models to improve the forecasting and prevention of flood phenomena, and wildfire forecasting and prevention. Over the years, its areas of research have expanded to include wildfire forest biodiversity conservation, satellite data analysis, risk assessment and damage data analysis. An important branch of the foundation is also dedicated to marine ecosystems and the cetaceans that populate the Pelagos Sanctuary and to the development of civil protection plans through participatory approach with the population. A line of research is also dedicated to regulatory review activities (including complex national and foreign institutional architectures), legal compliance, legal risk analysis in risk management and forensic investigation.

However, the Foundation’s activities are not limited to research. Our technicians and researchers contribute to the dissemination of knowledge through training, and to technological development thanks to ACROTEC Foundation, in house technological body of CIMA Research Foundation.

The Crisis Management Innovation Network Europe

The Crisis Management Innovation Network Europe (CMINE) is an open, cooperative and inclusive information network for sharing information, experiences, best practice and lessons learned among individuals, crisis management organisations, researcher entities, industry and policy makers throughout Europe and beyond.
CMINE provides a superb window to participate in and observe discussions on innovation and thereby establish an unprecedented sharing of knowledge across all fields of Crisis Management and Disaster Risk Reduction.
CMINE also links stakeholders from existing projects, like H2020 resilient societies projects, networks (CBRNe) and initiatives to reduce repetition and fragmentation whilst encouraging new ideas, and identifying innovative solutions to improve European resilience.
CMINE strives to provide a platform for the Horizon Europe projects and Knowledge Networks under the flag of the Union Civil Protection Mechanism.

International Security and Emergency Management Institute

The organisation is a professional platform of former and/or active police, military and national security officers, and civil protection and crisis management experts with relevant experience in CBRN-E threats and environmental disasters. ISEMI has deep and comprehensive intelligence analysis, defence policy, critical infrastructure protection, countering hybrid threats, rescue and emergency assistance.

ISEMI: International Security and Emergency Management Institute (ISEMI) is a non-profit organisation providing generally beneficial services registered within the Registry of the Ministry of Interior of the Slovak Republic. The mission of ISEMI is to contribute to greater security and protection of the population within the different regions of Europe. The organisation acts in a very close relationship with the LEA national and international end-users of the security and defence technologies, training activities and strategies. The main types of provided services in the area of international security and emergency management are:

  • Technical assistance in tracing missing persons and victims of crime.
  • Continuing education in the field of security, intelligence and emergency management (developing of training contents and tools, implementation of the training, exercises, seminars, foreign internships, workshops, conferences, etc.);
  • Promotion of international police, intelligence and crisis management cooperation and the creation of networks;
  • Raising public awareness related to security and emergency/crisis management (media events, internet education, publications, production and distribution of films, etc.);
  • Professional thematic consulting (consultations, risk assessment, thematic studies, audits, analyses, concepts, programmes, the setting of process management;
  • Implementation of the research and development of innovative products related to international security and emergency/crisis management (electronic services, application, etc.);
  • Providing supporting security and rescue mission for international institutions, organisations and citizens in crises situation located abroad out of their home.
  • Expert help for the activities of the security forces in providing security during major political, sporting, cultural and civic events;

The Population Protection Institute of the Czech Republic

The Population Protection Institute (PPI) is subordinated to the Ministry of Interior of the Czech Republic. PPI is governed by the General Directorate of the Firefighting and Rescue Services (GD FRS) of the Czech Republic. The Population Protection Institute provides education, scientific research, informative and advisory services in areas of civil emergency planning, emergency management, Integrated rescue system (IRS) and civil protection for members and organisations of the Fire and Rescue Service (FRS), Ministries, Administration and Municipal authorities as well as the public.

The Institute is responsible for the Security Research of the Czech Republic and improving the Firefighting and Rescue Service capabilities and other organisations that are part of the Integrated Rescue System. PPI develops conceptions, methodologies and strategies and cooperates in various legal interdepartmental teams and groups. The Institute has a Chemical, Radiological, Warning and Notification, Fires Investigation, and Specialized Collective and Individual protection sections. The Institute works in applied research, early warning and emergency notification of population, critical infrastructure protection, dosimetry and radiological verification, radiation, and incidents involving CBRNE agents.

Savoie Fire and Rescue Services

The SAVOIE Fire and Rescue Services (SDIS 73 / SAVOY FRS) is in charge of prevention, protection and fight against fires and disasters of all types. It became an independent departmental structure since the year 2000 and was, before, based on a local scale. They work each day with other services and professionals involved in the protection and control of accidents and disasters. PPI also intervenes in assessing and preventing technological or natural hazards and in a medical emergency.

Fire services as SDIS 73 carry out the following tasks:

• Prevention and assessment of civil protection risks,

• preparedness of safeguard measures and emergency response organisation

• Protection of peoples, goods and environment,

• Emergency relief to victims of accidents or disasters, as well as their medical evacuation.

The 2,500 firefighters provide coverage of the current risks from 80 fire stations grouped. Specialised teams complement these operational units (Mountain Rescue, lifeguarding, R&R, Hazmat…) trained to respond to particular threats in addition to the current risk. In 2019, SDIS 73 received 133.347 emergency calls from 2 call numbers: 18 (French firefighters phone number) and 112 (European Emergency call number). This call has led to 38.000 interventions (82% of them were medical or paramedical assistance), with an average of 98 responses per day. In 2019 year, SDIS 73 rescued 33,000 victims. The other interventions spread on a broad scope from fires (10 %) to road incidents and hazmat.

The rescue services organisation advocates for a safe society monitors and anticipates social development, and participates in social discussion.

• gather information about social development, monitor and evaluate policy programmes and strategies.

• participate in strategy and legislative work as experts.

• support and stimulate social debate.

SPEK Finland

SPEK produces information and recommendations for legislative processes, for example, construction and housing-related information. We also advocate by issuing statements and actively participating in the work of various working groups. In Finland, the regulation of the safety and construction of housing for special groups and the Rescue Act’s reform are key themes in which it is possible to achieve lasting results to improve safety through social decision-making. At the European Union level, important thematic issues from a safety perspective are the development of environmental regulation and the Union’s safety and, in particular, civil protection guidelines.

The organisation in fire and rescue services, individual emergency planning, and civil protection works actively to improve our homes and our society’s safety in everyday life and emergency conditions. Our work aims to help people and organisations prevent accidents and dangerous situations, take the appropriate preventive measures and know what to do in emergencies. SPEK also develops the fire and rescue field, preparedness and civil defences.

Universidade da Coruña

Universidade da Coruña coordinating the regional crisis and emergency group (ES) brings recent cross-sectoral cooperation experience in the Designdesigning the COVID19 de-climbing protocols (For sports events, shows, access to beaches…). Design of surveillance systems such as tracking systems for the elderly, rescue mechanisms. Extensive experience in the delivery of emergencies awareness and education in schools, seminars, conferences. Experience in the elaboration of protocols in forest fires. Our group involves on permanent basis researchers and professors of the University, as well as technicians and professionals in civil protection and experts in anticipation, planning and prevention, and operative emergency actuation. In the field of civil protection, the members of the group have experience in:

• Leading and directing operational emergency teams in urban and forest fires, maritime pollution and traffic accidents.

• Leading and directing operational preventive teams in large civil concentrations: social events, sport and competitions, etc.

• Designing and putting into service civil protection plans in the fields of droughts, forest fires or seismic hazard.

• Designing and putting into service territorial plans, and directive plans in the field of civil protection

• Collaborating in teams of search and rescue

• Disseminating self-protection practices to sectors of the population that are more sensitive

• Designing and coordinating emergency exercises in public and private centres

Also, the group members provide recent cross-sectoral cooperation experience in the Design of the COVID19 de-climbing protocols (For sports events, shows, access to beaches…), Design of surveillance systems such as tracking systems for the elderly, rescue mechanisms. Extensive experience in the delivery of emergencies awareness and education in schools, seminars, conferences. Experience in the elaboration of protocols in forest fires. The group was created in November 2019. The philosophy is to be a space of reference within the University for the research and study of any matter related to civil protection. Spain and the Galician region have a long tradition in civil protection. Still, there was not yet space specifically designed for the research in our area and where professionals of the activity could come together and put information in common.

Since November 2019, there are several projects in progress:

• Improvement of communication between emergency services (fire protection, police, sanitary services) and administration.

• Unification and improvement of prevention protocols for the action in case of weather emergencies

• Models for the integral management of safe beach areas, including rescue, coordination of sanitary services, information to citizens, etc.

• Dissemination of self-protection principles in schools

• Educational models for schools and educative community to study the environment and be proactive in terms of safety

The sanitary crisis made our group concentrate efforts in collaboration with local entities to help them Design and put in service COVID19 protocols. In this specific pandemic field, projects executed are:
